Why can Ognevoi mount Defensive Fire AA Modification 1?

While inspecting my new Soviet Destroyers, I was perplexed by the option to mount the Defensive Fire AA Modification 1 upgrade on my Ognevoi when apparently the ship cannot use the defensive fire consumable. My (new) Kiev cannot mount this upgrade.

 

Also, as an aside, 3 of my new captains have the same portraits of that dude in the goatee, is there anyway I can change these portraits?  The fact that their identical clones is throwing me off in which captain is which.

Because Ognevoi can use defensive AA you just don't have the necessary modules. You also need to convert 25 XP to free XP.

Odd... it's supposed to have access to defensive fire.  Maybe it needs the upgraded hull first?

You need to research the new guns, as they are the dual purpose guns you find on Udaloi and Khabarovsk. And the hull upgrade gives you quintuple torpedo tubes just in case you didn't know.

The DF module is unlocked with the upgraded hull according to another thread.

Several do. Other examples: German DD Gaede needs B hull to get hydro, and before its removal New Mexico needed a hull upgrade to get a plane catapult with corresponding consumables.

Some US DDs also need that alternate C hull with one less gun to get Defensive Fire as well.  eg: Benson.

Yeah, same thing with Hydro on the T4 cruisers, you need the top hull in order to get it.
