This would allow them all to have the flavor of agility that is usually put onto French ships in general without the need of a consumable "gimmick". Although the engine boost is a neat idea as well and nothing near as boring/busted whatever you wanna call it. Molotov was the first Soviet ship to have radar when the Redut-k system was fitted in **1941**. Gneis-2 was fitted on Pe-2 to create night fighters. Things would have gotten much farther ahead if it were not for the Stalin's great purges that affected the Soviet scientific community. Lend Lease gave the Soviets a boost which gave them access to cavity magnetrons. The vast amount of radars you see in Soviet post war ships were not developed overnight, and not even copied immediately from given Lend Lease radars --- much of Soviet radars were indigenous --- without a deep knowledge in understanding and application, backed by some of the best minds in the planet. I imagine they probably will get it as an option on their Tier VIII-X cruisers. The picture of tier 10 French cruiser shows it doesn't have planes/catapults, so radar for tier 10 for sure.
