But most players should not be using Minsk as they haven't had time to learn how to use the ship well. Ranked is not the place to learn a new ship.

The funny thing is you're one of the very few players I've seen do well in ranked with a Kiev. I forget when it was but I remember playing against you in your Kiev and you were giving me fits trying to hit you. You made that damn ship dance.

I do quite well in her when I ignore my salty team mates yelling at me to stop going in a big circle, (burning the hell out of every ship in range while they all shoot at me, and my team has free range, but instead yells at me.... LOL)but lately my Shirat has more to offer.... a stealthy torpedo factory.... and spotting ninja... Edited March 6, 2017 by pmgaudio

They work best on the flanks, rather than on cap. However, this can be a double edged sword, when it ends up being only 1DD on each side and your team has no radar. Kiev should be drawing attention, speed tanking and drawing fire that never hits. I fell for it perfectly....I was determined to take you down and passing up shots I should have taken on easier targets. o/

I've seen Kiev do some very good work on Ranked, but generally when there's another, stealthier DD on the team that can do the capping and torp-into-smokes jobs. This frees the Kiev to roam and shoot at will. Minsk is I guess a little more flexible in that it has adequate stealth, but I still think it's going to be at the mercy of matchmaking in that it wants a partner like a Sims or Shiratsuyu on the same team. Although otherwise very similar to the Minsk, Leningrad is a little different because it can flex into the stealth-torp role if it needs to. Not as well as Shiratsuyu or even Sims, I think, but well enough to serve if this is what is needed to win.

The Minsk really only gets a very small range advantage with the main armament, and a torpedo alpha increase. Leningrad gets marginally better stealth, but more importantly it has access to 8km torps. Given the Leningrad already isn't a top pick for ranked, I doubt the Minsk will find its way into the meta. The Kiev wasn't really a top pick either, but it had a niche as a fast, long range harasser- having better gun range than the Leningrad and Minsk.
