Captain Skill on the Flint?

I just got my third #1 spot in ranked, and I know I don't get the ship till after rank.   So, captain skills?  What do you all think I should get when I get this baby?  I tried forum searching, google searching and shipcomrade searching to find recommendations that are up to date, and I have not found any.   So, lets have it, what should I get?

Use anything that you'd get for the Atlanta, with the addition of Superintendent for that extra smoke charge.

The main consideration is that Flint has a 4% chance to start fires with each round, but fires like a gatling gun.  Using IFHE + DE puts that down to 3%, which is still enough to start  5-10 fires per battle.  An alternate build would  replace IFHE with Survival Expert + Expert Loader  or  with AFT.   The former requires you to switch between Fire spamming HE and AP mode.  I think the overall damage output will be similar, but spamming IFHE will be easier... and let you focus on other things instead.  AFT gives you long range at the cost of less damage.    So....   IFHE, AFT, or Survival+Loader... that is the question.
