When people are saying to reset the cap, they are usually referring to hitting an enemy ship that is trying to cap.  Hitting them with enough damage will cause them to lose most or all of their progress in capping, thereby keeping them from capping, and keeping them from getting additional points towards winning the match.

Damage enemy ships in cap; give a salvo to every ship would be ideal. But the first ship entered cap should be focused first.

 

Hits with no damage also count.

 

Fire and flooding don't count

Near-hits with HE also count if it does splash damage to modules. You can get it pretty easily with close shots and dive bombers, especially on destroyers.

It's not damage based.

 

Any hit will reduce the cap points a ship by half.

 

Splash damage may count (Not sure if it's splash damage or desync making near hits cut cap points).

The important thing to remember is to rotate fire.  One ship can keep resetting 2-3 ships pretty easily at a distance WITHOUT just charging into the CAP and dying.  This can save a game if you have someone on your team trying to CAP theirs.

A good player in ONE ship, played well, can often fend off several enemy players attempting to cap, by limiting the ability of the enemy to sink him and constantly rotating cap targets.
