If you have the captain skill that allows 2 aircraft to be launched, it launches 2 planes. With catapult fighters, the bonus is obvious, you get another fighter up. With spotters, does it give the benefit of 2 planes (+40% range?) or is it simply another plane, so if one is shot down you still have the range increase?

You don't get any "range" increase above what you get with one spotter plane.

Spotter planes do two things.  Increase range of the main armament, and they spot ships.  As for increasing range of main armament, an extra spotter plane does nothing, except for the fact if one is shot down the other continues working to sustain the armament range.  The spotter plane also provides detection.  As the plane circles around the ship, the spot range moves with the spotter plan.  With two planes, each provides its own detection radius, enabling a wider and more sustained overall detection ability.

An example is late in the game where that elusive DD is giving you fits.  A single spotter plane might spot the DD as it flies between you and the DD, but then detection is lost as the spot plane moves back around behind you.  With two spotter planes, as one moves out of range, the other is moving into range.  Hence, a more sustained detection on the DD.

no no other benefit outside of still having the range if one is shot down.

you said it, that skill is much better with the fighter.
