I have an arsonist mission that I have had forever, but have been unable to complete.  I have several Firestarter (Zucchini, Cleave, Murmansk ), bit have been unable to get it done.

 

What t4 or above ships do you recommend and is there a particular strategy to complete it?

Anything spammy and with range.  I actually got arsonist with my Nurn the other day.  German HE may suck, but volume of shells makes up for it.
If you have Des Moines that's also a viable choice.  Honestly the enemy team composition matters more than the ship you're using.

Strategy:
Move to a position where at least 2 BBs are within gun range.
Once they're engaged, HE spam one of them.

Switch targets once a fire is lit.  

If both are lit up, shoot a different ship.  If no other targets, attempt for a second fire.
If you see one of the BBs use damage control, re-light him ASAP.  It's about beating your team as much as them.

Getting the actual kill can be a matter of luck, but by lighting up 2 or more BBs at once, you increase the chance you nab one of them.  Less risky than attempting to 1v1 a BB with HE, though that is also possible.  This way also gives you a good chance at Witherer as well!

My new HE ship of choice is the Mutsu with 28% fire chance for HE, also set up with inertia fuse skill (+30% penetration for HE shells). I accepted an "Arsonist" Campaign mission yesterday and one battle later had it with the Mut.

 

Re strategy you want to light up BBs stem to stern and keep a close eye on when they finally use their repair and light them up again--now the points will roll in if you can get most of their decks burning. Then on to another BB in range. The nice thing about this is that shooting at BBs that are well-angled enough to deflect your AP rounds can still be lit up nicely with HE.

The Russian and IJN cruisers are the best at it (Kutuzov/Atago if you're looking for premiums, but don't bother with them if you haven't reached T8 yet on the tech tree).  Atlanta does pretty well but really depends on the MM and map, Molotov is good with its 180mm guns at T6(!) but it takes some finesse, Belfast does a good job, and all the T10 cruisers are pretty good firestarters (Zao is a notorious flamethrower).  You could do it with any BB as well but on behalf of your future teammates, please don't be that guy (only one that I'd kinda give a pass to is a Dunkerque).

Grab your Sims, load up fire chance flags, throw a captain in it with Demolition Expert, pop some smoke and rake the decks of some BB's.  Once you get two fires burning, switch targets to the next one.  They put the fires out, wait a few seconds before peppering them again and relight them.  Then switch back and forth.

It could be hard to get arsonist on a BB since teammates like to kill secure low hp BBs. I prefer to chase and burn down lone CAs with my Kiev. It is very insulting to get your CA roasted to death by a DD which is a bonus.

Easier at higher tiers where the same percent burn gives you a higher total damage.

 

I first managed it on Tashkent, followed by Udaloi and maybe Blyskawica. All with DE.

does the kill actually have to come from fire? I don't think it does. same with liquidator. I recall getting it (liquidator) by doing the flooding damage and killing a ship with guns.

You do.

There are three of these types of achievements.

 

Arsonist - kill with fire and certain fire damage amount

Liquidator - kill with flooding and certain flooding damage amount

Witherer - cause certain amount of fire and flooding damage

You must think in Russian.

Kirov and up along with any RU DD tier 5 and up. Flame throwers.

The other trick to getting Arsonist is DON'T fire at the ship once it has fire(s) burning and the hp are low enough that it's pretty clear it will burn down to 0 -- if you hit a burning ship again and the shell "normal" damage causes the kill, you won't get the Arsonist award.  In my haste to secure a kill, I'm pretty sure I've deprived myself of the award at least a couple of times this way.

I never used to get that achievement until I won an Atago... now with that and Zao I've been getting it

Arsonist achievements are actually pretty rare. I play HE-shooting ships (like the Takao) more than anything and make it a point to set as many fires as I can. However, I've only gotten eight Arsonist achievements in 2648 games, which is only a 0.3% chance of getting one in any given game. I finally just skipped that part of the campaign and went for something easier.

That's not true, you just have to do 40% damage to their health with fire and then kill them, you don't actually have to kill them with fire.

Yah, I can confirm that you don't need to actually kill them with fire.  I found random youtube video in which a person gets arsonists on a ship he killed with his guns.
