Kirov 100mm AA Confusion

Warning. I like to ramble. Skip the first three paragraphs to get to important stuff. 

 

Well first post on this forum, as I have just recently downloaded and begun playing WoWS in the last few days. I have already fallen in love with the game, and have got my hands on a ship I have always loved. The tier 5 Kirov-Class(Project 26/26bis/26bis 2) Cruiser and boy do I love it.

 

I'm not tactical genius, and my stats are probably subpar at best. However, I'm not asking how to play the Kirov. I like the support role, and magically outranging every pesky cruiser and occasional battleship with the help of my scout planes. 

 

Along with battering everyone on the battlefield with a near literal rain of fire, I do my best to provide escort to battleships or carriers. Just to help provide extra AA power and be a torpedo sponge if need be.

 

However, being an AA platform is extremely problematic given Kirov's Hull A configuration. Four DhSK mounts, several 45mm cannons, and six dual purpose 100mm cannons. 

 

The most confusing part to me is that from the Hull A configuration is that the Kirov uses the 100mm B-34 Dual Purpose Cannons. I'm not sure if they mean the original or the B-34-U variant which marginally increased firing reliability of the cannons. However, on my ship their damage per second is a pitiful 18 with a range of 4.2km.

 

Then when you switch to the Hull B configuration you gain the B-34-USM DP Cannons. Which give a whopping 46 dmg/sec! These aren't like the 37mm 70-K cannons. They're a better system all together over the 45mm and 12.7mm AA net. This is the same amount of guns with the same exact caliber.

 

The increased range I can understand. As the original hull of the Kirov apparently blocked some views of the 100mm cannons, but this doesn't make sense to me.

 

The B-34-USM solved a loading issue with the orignal B-34 and B-34-U. Which is showed as the B-34-USM has a slightly faster reload rate. Past those things, the gun should be exactly the same. 

 

So can someone explain to me why WG would decide to do this? It's not like other ships when they upgrade their AA suite. It's not going from a 80mm to 120mm or 88 L/45 to 88 L/76. Those guns are vastly different in firing mechanics and all that jazz.

Balance. Also, did the two guns fire the exact same ammunition?

Considering the B-24 and B-34 series of guns had interchangeable ammunition. I would at least assume so, and I understand balance.

The 12.7mm and 45mm are so atrocious, however, that you'd still be at less than half the actual AA net effectiveness of the Hull B config. As your 100mm cannons dpm would be lower due to reload problems and they also have a shorter effective range.

But balancing is balancing. I just don't feel like it would be so game shattering all being considered. I don't run into a surplus of aircraft very often, and the Kirov is so sluggish in turning that bombs or torps would still absolutely destroy it.
