Mutsu 1943 w/ 25-28s RoF and increased secondary range matching Bismarck's fully spec'd.  Anything else is just icing on the cake, such as -100% Detonation chance OR -50% Flooding/Fire duration on the Camouflage.

 

Failing that, a Premium T5 or T6 12x140mm Prototaka that WG had modeled at one point.  T5 if it's based on the stock Furutaka [A] Hull or T6 if it's based on the Furutaka Hull w/ 10km torpedoes, maneuverability, and armor/HP.  Basically 6 of Yubari's turrets on a Furutaka, and just add the special Aiming Systems Mod 0 module exclusive to Yubari/Iwaki Alpha.
