The basic idea is a section of the forums devoted to serve players speculating and discussing the credibility of "rumors" from certain sources.

For example, there's a certain September 19th, 2016 interview with Daniil Volkov on Wargaming.FM (translated by Babykim, EU) cited as evidence on what seems to be a fan-made site called The Armored Patrol [link] that includes the following claim:

"We are seriously looking into the submarines, as they are in popular demand. They will probably not come in 2017, but likely at a later date. One alternative considered is having submarines as bots."

I've done a considerable internet search, but I've been unable to find anything that supports nor discredits this statement that has come since the interview (only one other seemingly fan-made site so far, link here). Of course, there's the Developer's Diaries which claims that "Subs... have no survivability..." (frankly, I think 12 feet of water [known for being almost incompressible] is perfectly good armor), but that was made in 2015.

I have checked the other claims made, and they are well-supported by various sources, and I can find direct links to forum threads, which, in-turn, have links to developer quotes (hope you can read Russian).

It is these infuriating rumors that bug me. I can't find anything that either affirms or denies them, only that they pop-up.

EDIT: Highlighted the phrase "For Example," in case anyone missed it.

Isnt that the definition of a rumor?

Given that underwater isn't even modelled... I seriously doubt we see subs. Plus, many of those sites are notorious for making claims that aren't always heavily based in fact, so I tend to take anything they say with a grain of salt

And that's why I don't want to trust this site, but it's just weird. Everything else that they've said has been said somewhere in a Q&A by some developer or another, except this one little tidbit.

Anyway, isn't there some underwater stuff modeled? Isn't that why large ships with higher draughts can "collide with" islands farther out than other ships?

See, this is why I want a "Rumor Mill" forum, so players can talk amongst themselves about these unofficial sites and determine their credibility.

i heard that theyre making a map with a giant wall

If we're going to have intelligent discussions on rumors, then we need to require that everyone cite a source for every rumor proposed, otherwise they get warning points for derailing the discussion.

So, got any sources for this claim, or are you just being disrespectful and stupid?

someones salty! disrespectful and stupid, arent you being disrespectful just by calling me stupid?

but on to the topic at hand since u seem to not have a sense of humor whatsoever, how exactly do you expect to have a serious conversation about rumors? if you have to resort to citing fanmade pages do you really believe the information there is going to be accurate especially considering that WG has already spoken on this subject and the basically said NO.

You were stupidly attempting to derail the thread into a stupid joke, and I called you out on it. You were being stupid and disrespectful. Why should I treat you any differently?

  • A recent developer's video showing, amongst other things, a short clip of underwater explosions. Now, the only weapons that I know of that explode underwater are the Mk. 48 Deep Diving Torpedo (so far outside of the scope of this game that it would never be put-in; just one could instantly kill any WWII ship and most Cold-War ships it hit), Squids/Hedgehogs (ASW Weapons), and Depth Charges (also ASW weapons). [Excluding Mines, because those would not help the game do what WG wants: promote aggressive play as opposed to sniping.]
  • ARP I-401- If you look at the ARP Tech Tree in the Expanded Tech Tree Mod, you will see a ship called "I-401" and classified as "Submarine." Now, it is true that no one has ever seen this ship at all, and no one knows if it's real or not, but the fact that it exists in the Expanded Tech Tree at all means that it has been modeled. It also has stats, the most notable being a Concealment of 100 and no currently-existing Artillery or Torpedo stats.

Finally, I didn't resort to citing fanmade articles, I cited them as definitive examples of why we need a Rumor Mills forum section. That's what the whole "subs" thing was: an example. If the devs want informed discussion on the forums, then they need to either reveal every card in their hand (not likely, bad for business), or give players a place where they can find-out what sources are credible or not before citing those.
