Should cruisers get APHE skill?

Normally, 203mm HE shell will have 33mm pen

With APHE, it goes up to 44mm

Should cruisers, especially high-tiers, get this skill?

Mid-tier DDs that want to be able to pen 25mm BB armor (most bow/stern plating tier VII and below) and 152/155mm high tier CLs that want to be able to pen 32mm BB armor (tiers VIII-X) will benefit. Most of the other ships' HE pen doesn't cross any major boundaries that would net a noticeable enough increase in damage output to justify spending 4 points on the skill.

 

I'm trying it (with DE) on Chapayev and seeing how it goes.

    That's what I'm thinking as well. Tried it briefly on Iowa to deal with bow tankers and wasn't very impressed.

I'm using IFHE on my Mogami with the 155mm guns. Don't qoute me but unless I'm mistaken I do believe I'm getting overall higher damage hits on Battleship superstructures. I'm going to play some more games with her to really get a better idea but it seems that the damage increase is considerable.

203mm CAs should avoid this skill.  It won't do you any good.  CAs with smaller guns, on the other hand, gain immense benefits.  Dmitri Donskoi in particular; she has a higher innate fire chance than most beneficiaries of the skill.

Tried HEAP on the Atlanta and was pleasantly surprised. Surprised a Cleveland around an island and did 21k damage with 62 shell hits. He melted in just a few salvos.

This. Cruisers with 152-180mm guns, absolutely, except for (obviously) the British. Larger than that, not worth. Atlanta.... I'm debating. With IFHE, Atlanta's HE pen goes up to 27.3 which is good enough to tear apart tier 6 and 7 BB, but not 8 or 9.
