19 point Shima captain - skills

Okay, I am undecided on how to spec out my Shima captain.  I have 18 points but am going to spec for a 19 point captain as I will reach that in the not too distant future.

Option 1:

Priority Target, (Preventive Maintenance with 19th point)

Last Stand

Survivability Expert

Concealment Expert, RPF, AFT

Option 2:

PT

LS, (Expert Marksman when 19th point acheived)

SE, TAE (reduce torp reload by 10%)

CE, AFT

I do not take Superintendent because I use Premium consumables and rarely use 4 smokes and 4 speed boosts.

So the question is, what is the better combination RPF & PM or TAE & EM?

Other suggestions are welcome

I personally like the second option better. Also, Adrenaline Rush is a pretty good skill for T2 as well.

I like the first option, but why not TAE instead of AFT? Shima isn't a great gunboat.

I like Option 2 better. TAE is a must. AFT not so much.

SI as you said can be skipped, but I will consider RPF for Shima (after an Aerroon video showing exactly that).

You make a good point, I guess I was somewhat focused on being able to stealth fire (which I found very, very effective in the Yugumo).

I am very conflicted about RPF.  It would be very useful as a defensive tool (simply to avoid enemies and avoid getting ambushed early at cap points), but I am also concerned about it notifying the enemy that they are the closest ship to me...so BBs and CAs will know when I am close to them so any decent BB will immediately WASD and any high tier CA with radar can just light me up.

So if I don't take AFT or RPF I get the following which I kind of like:

PT (Preventive Maintenance with 19th point)

LS, EM

SE, TAE, Vigilance

CE

Ditch Vigilance and get Adrenaline Rush. It really helps with the torpedo reload.

That's actually another good idea...then when I get the 19th point I could go with High Alert or Jack of All Trades and skip PM

Just being curious, is Torpedo Acceleration of no use for the Shima?

Only if you want to use the 20km or the 12km options. But no one uses the 20km torps because of the huge detection range, and if you get the 12km ones with TA, you might as well just use the 8km torps.

The extra 1.6km range over the F3's is the reason I took TA.

Will be playing around with builds while it is cheap but currently:

Preventive Maintenance

Last Stand, Torp Acceleration

Survivability Expert, Torp Armament Expert

Concealment Expert, Radio Location

AFT would be nice but not essential.

Adrenaline rush - interesting but very situational

It's really not situational. In every single game you are going to take at least a bit of damage. Unless you're playing really campy, this will help you greatly, especially since high tier DDs have such a long torpedo reload.

FWIW I took adrenaline rush, torp reload, rpf, and concealment as the main points.

I'm really torn on RPF for IJN DD's.  I like the idea of knowing if a cap is safe to enter but I don't like the idea of potentially telling my intended target that I'm near them in a torpedo attack position.  I'll probably just have to try it for a while on my Yugumo or Kagero and see how I like it.
