The technology simply isnt there yet. When we discover how to go faster than light, 100 player clans will be available.

1st part is a legit reason. But hell not the 2nd part. Yeah we have doubloon & they have gold. But we all have premium currency. And it works the same way as tanks/planes. Also I think instead of populating the server with 100 clans each with say 15 players which may become a rowdy scene, 1st the devs need to see how the clan battle progression continues before increasing or decreasing CLAN numbers. The playstyle difference is the biggest deciding factor on the number of clans present now &/or will be present in the future.

Still in a highly experimental phase for one.  And two, they need to stress test their implementation before expanding on it.

Given that there's some aggregation involved (e.g. aggregated stats on the clan page) I can see why there would be certain mild concerns about making the clan system work at scale. However knowing WG the far more plausible explanation is that they are going to charge doubloons for gradually expanding the current limit up to a certain maximum. I called it guys.

I feel it'd be better if they only began selling spaces after opening up to 100 free slots.  Then for any gigantic clans, a one-time doubloon fee for a set number of additional slots (maybe set options of 1 slot, 5 slots, 10 slots, 25 slots, and another 100 slots).

After all, this is all things that will need their own bit of server space as Clans grow and shift around.

Because 29 idiots are easier to deal with as a clan owner than a 100.  Also even though the game has its on clan chat.  Most team speakes that people can afford only support around 30 ppl if they so choose to use their own.

This is what I suspect, the events that involve clans will be formulated around a smaller group then that of WOT, not to mention the fact that in WOT with a 100 man roster (been there), not everyone gets to participate in all events, some clan members would ultimately end up sitting things out, which on the surface does create any problems but under the surface it does create a sense of dissention and a feeling of being left out, clans tend to pick and choose their better players to participate in CW, tournaments and such.  Also maybe part of keeping the roster at 30 will create more of a chance for more players within a clan to be participants rather than spectators, we will have to see what WG has planned and how it goes down the road.

We already have a smaller playerbase, so one wonders if this isn't also an attempt to spread the talent around more and have something approaching parity.

They have said if all goes well they CAN grow it with time... They said it could go up to 300 if it was popular enough and they are given enough time (population growth/demand/development) and all.

Simple, really:

World of Tanks clans pretty much ruined the game and a lot of income for Wargaming. By having 100 man rosters and unlimited numbers of clans, they got together with HUNDREDS of people and rigged Clan Wars. They would sit on the map and rig games to swap territories back and forth and sit there sucking up free gold.

This meant that the vast majority of Clan Wars participants never had to buy anything. They've been sucking tons of gold for free off of Wargaming for years. A new line comes out, they instantly free XP it. A new premium comes out, they already have the gold to buy it and garage slots.

It has cost Wargaming a fortune.

By limiting clans to 30 people (which word around the camp fire is they're planning on doing to WoT as well in the future) they're hoping to make it so cut throat and dog eat dog that nobody will be making those kinds of deals rigging matches for territory and gold sharing because there simply will not be enough to go around.

Why would that work? Even in WoT you had multiple clans that were really just subclans. Now instead of say Rddt1 thru Rddt5, you end up with Rddt15. What prevents them from swapping territories amongst themselves anyway?

True. But it's much easier to set up a deal of territories with 4 clans that consist of 400 people, which only takes 5 or 6 territories, than it is to coordinate that same deal with 14 clans that would take 16 to 18 territories.

The "free ride" will simply not exist in Ships like it does Tanks because there will simply be far too many people on the outside looking in.
