Increases reload speed of all armaments as the ship's HP decreases.

-0.1% to reload time of all types of armament for each 1% of HP lost

 

Wasn't it changed to 0.2% in PT 0.6.0 v2?

It's quite likely they changed it on release.

That's unfortunate. At only -0.1% the skill doesn't seem worth it.
