Premium ships/commander training..., Did I miss something?

I recently noticed that I can put any commander from the same nation into any type premium.

 

Wasn't always this way was it?

 

Example; I can put my Yorck (CA) commander into my Scharnhorst (BB).

Yes....it was.

It's the major draw of premiums, the ability to work captains without any negative skill effects.

Was always that way. In clanky tanks you can't cross-class train crew but in floaty boats you can.
