If you have to choose which upgrade to go with first, then yes, the top hull would be the way to go on the Bismarck. I had a lot of fun in the Bismarck! Ended with all my starting HP. 70% win rate over first 20 or so first games! If you're ending a T8 battle in a BB without a scratch on you in a German BB, you're doing it wrong.
