Perhaps; but for Russian/Soviet Battleships, we are limited to premiums right now.

Hans-Ulrich Rudel sank her with a 1000kg bomb dropped from a Ju-87D dive bomber. Other than shelling the Germans occasionally, that is her only claim to fame. Why bother?

It would be T4 at best.  The Ganguts were two generations earlier than Nikolai and much poorer designs. The third turret (X I guess) is pointing aft rather than forward in Nikolai and the Ganguts had truly terrible armor. Belt armor was thin, barbette armor was a laughingstock. They are armored like BCs but had BB speed. The Imperatritsa Mariya class would be better for a premium. The Tier 3s have a lot better armor than the Ganguts. Honestly I think Marat would be a T3 along the lines of Konig Albert. Her large number of guns may offset terrible armor. She may be a bit too fast for T3 though. Honestly, if they wanted to do another premium Russian BB, I would prefer they do a famous pre-dreadnought like Tsessarevitch or one of the Borodinos at T2. At least that would set up a cool match up with Mikasa. The Ganguts were awful ships and did pretty much nothing.

There are a lot of ships that never got any glory in this game.  The only IJN Battleships that actually did any REAL surface-to-surface fighting were the Kongo-class fighting South Dakota-class BBs.  Yet most of the IJN BB line is here in the game.

 

We have Graf Zeppelin, a German "CV" that was never completed, never received an air group, never operated as a CV, much less saw combat action as a CV, is going to arrive into the game before the Royal Navy's own Aircraft Carriers.  The only navy outside the Americans and Japanese to push development of CVs before the war, build CVs before, during, and after the war, operated CVs before, during and after the war, and of course, saw a good amount of actual combat operations.  Yet they won't be in the game before Paper Mache Graf Zeppelin and her fantasy air group.

Marat was "sunk", yet but raised and served as a floating battery, where in the Siege of Leningrad, fired nearly 2,000 shells at German positions.  After the war, she served as a stationary training ship till scrapped in 1953.

 

Petropavolsk-Marat will likely be a Tier 4 premium ---- a good replacement for the Nikolai, while Gangut can be the tree ship.  Should be noted that the crazy superstructure architecture differs from ship to ship; its not a bad idea to have them all just for the crazy looks.  

 

Sevastopol is the craziest looking of all the ships after the refits.  It is slapped with modernizations one after another, lots of AA guns, even Lend Lease British radars.  Of all the Ganguts she has the more notable service record, so given you got four Gangut class, you see likely see Gangut-October Revolution as the tree ship, with Sevastopol competing with Marat for the premiums.  I would prefer having both --- they both have different but still crazy superstructures that both merit to be seen.
