The question as you stated is how and what does it do now. They said in the latest Q&A that some of the skills were lacking in balance and were in the process of being reworked. I think someone on the EU forum suggested something like how it could increase minimum detection range, much like target acquisition mod and WG dev agreed with it. Although, we can't be for certain how WG decided to make it not OPAF. DD captains should take note of how BFT is now a T3 skill. Most likely, DD captains will now take skills as such... 1pt Smoke God (SG) 2pt LS 3pt SI 4pt CE Total 10pts Followed up by skills like... 2pt TAE / EM 3pt DE / BFT 4pt AFT / HEAP / SE Total 9pts Which means lots of tailoring for player style and ship, and no longer cookie cutter for everything. It is a little tiring to have to be in a constant state of Flux within the game. I can only hope that Keen Intuition has changed, what a nonsense skill. How, even that yamato will only pull 95mm of pen. DD's will max at 27mm for the 130mm's, and CL's will be 31 and CA's, 43. None of thats especially OP. If anything it's a really crappy skill.
