Just captains you can put on any other ARP Ships. They're just captains of the I-401 sub in the manga and anime.

lol i was only asking because i received the captains .i know there are going to be no subs .. if they dont want people wondering about subs they should not be giving captains for subs ...

Those two characters, Chihaya Gunzou and Iona, operate a submarine in the source material. It's just a reference to that.

Believe there also was a game engine thing where captains need to be assigned to a ship at all times.

Since those two characters didn't belong to any other ship in the series, they made a dummy entry 'ARP I-401' to meet the system requirement.
