Zero-damage penetrating hits

So, I've started noticing something recently - occasionally I get a penetrating hit or at least ribbon says so, but my damage dealt doesn't increase. I thought initially that it was just me not noticing the increase, but yesterday I had a definite case - at the start of the battle on a Scharnhorst I took a shot at some cruiser with AP and since cruiser managed to angle herself I got 2 bounces and 1 penetration, but my damage number was 0.

 

I always thought that pens should deal 33% max shell damage...

 

Is it some weird part of game mechanics that I haven't heard of yet or is it the game glitching and showing ribbons incorrectly?

Pretty sure the damage was absorbed by a secondary/AA mount or something.

AFAIK when you get a penetration but zero damage, it means your shell has penetrated a module on the enemy ship that has no hitpoints or health.

If you hit a turret, torpedo tube, or AA/secondary mount, it damages the module instead of the ship's total HP pool.  If it makes you feel better, you're one step closer to permanently breaking it.

As an aside, the shell hit tallies generally count their first "event" only. It's possible for a shell to overpenetrate something, but keep going and explode inside of the ship for a normal penetration. It'll only display the single overpen, but the damage tally will show an overpen and a normal pen.

Cause in a stream with devs someone asked about this thing and they had no clue about it or that it was a thing

A few weeks later they announced oficially that turrets, sec guns , torp tubes , aa mounts can abosorb dmg

They do have HP, it's just separate from the ships HP pool. For instance, when a main battery gun looses all it's HP, it becomes incapacitated, but none of that damage will take away ship HP.

No, they get destroyed.  Main gun turrets and torpedo tubes have a random chance to break upon taking damage; that chance exponentially scales as their HP decreases.

 

As another note, if you hit a gun/torpedo tube while it's incapacitated, it's automatic destruction.

This I knew about, but I just figured that if they were incapacitated that they had lost all HP, and some of that HP was restored after it was repaired. Actually, I thought it was that way for playability, with the only way to 'destroy' main armaments being you had to hit them again while they're incapacitated.
