this is how you can make carriers decent again in the game. if you go fighter build and the enemy carrier is dead... you are basically worthless now. So if your fighters can strafe and incapacitate ships and do a little bit of damage your at least helping the team besides spotting.

I heard in a lot of documentaries that fighters would strafe [ships] all the time to clear out their AA. Get a bunch of guys streaming past spewing .50 cals and people take cover, get shot, causes havoc. Then you can have your slower bombers/torp planes come in for their close passes and have much more chance of success. So I could see fighters being used to lower the AA rating of other ships.
