Individuals that provide information reasonably determined by Sponsor (in its sole discretion) to be incomplete, false or deceptive, will be ineligible to participate or (if they have already participated) to win the Sweepstakes. 5.How to Enter To enter, an eligible individual must meet the Entry Criteria from Detailed Rules and enter during the Entry Period. 6.Entrant’s Certification as to His/Her Entry By entering, each entrant represents and warrants that his/her entry (and each element thereof): (i) complies with these Official Rules, and End User License Agreements applicable to Sponsor games themselves, and the Terms of Use of Sponsor’s Website; (ii) are true, accurate and correct. Entrant acknowledges and agrees that Sponsor reserves the right to disqualify any entries that, in Sponsor’s sole discretion, (a) include trademarks, logos, or copyrighted material not owned by entrant or used without permission (such as company names, music, photographs, works of art or images published on or in websites, television, movies or other media); (b) refer to public figures; © contain vulgar language, profanity, sexual content, content promoting the use of tobacco, alcohol, illegal drugs, firearms or weapons, content expressing or fomenting hate of any kind (including racism or sexism), content that promotes violence or harm to other living creatures, or any other offensive, obscene or inappropriate content; (d) promote a political agenda regardless of the political affiliation and regardless of Sponsor’s treatment of other entries that may or may not promote a political agenda; (e) misrepresent, defame or contain disparaging remarks about other people or companies; or (f) contain materials embodying the names, likenesses, photographs or other identifying elements of any person, living or dead, without submitted express written permission. 7.Receiving a Sweepstakes Prize Each entry received by one or more of the permissible entry methods will remain in a prize eligible pool until the end of the Sweepstakes. From this pool the Sponsor will select winners of Prizes on the dates indicated in the Detailed Rules. Winners will be notified by the method identified in the Detailed Rules. The potential Prize winner may be required to sign the following documents (the “Prize Claim Documents”) and return them via facsimile or email (by .pdf file attachment) within five (5) days of attempted notification (and subsequently return the original, unmodified, executed documents by mail to Sponsor’s address set forth above) [1]: (i) a W9 tax form; (ii) an Affidavit of Eligibility and Liability Waiver; and (iii) where lawful, a Personal Release. Sponsor reserves the right to substitute prizes for a less valuable prize upon the request of the participant. If the potential Prize winner is a USA resident under 18 years of age (if applicable) (or under the age of majority in his/her state of residence), the Prize Claim Documents must be signed by the potential Prize winner’s parent or legal guardian. If the Prize Claim Documents sent to the potential Prize winner by any means are returned as undeliverable, or if the potential Prize winner fails or refuses to properly sign and return all Prize Claim Documents within the above-stated time period, or if the potential Prize winner (and/or his/her entry content) is determined by Sponsor (in Sponsor’s sole discretion) to be ineligible or not in compliance with these Official Rules, the potential Prize winner will be disqualified and alternative entry will be selected as the potential Prize winner. In the event that a randomly-selected winner declines his or her prize for any reason, including to accept a prize of lesser value, the Sponsor may select any entry from the Sweepstakes in its sole discretion, (each an “Alternative Entrant”) and offer the declined prize to that Alternative Entrant, in each case in Sponsor’s sole discretion. At the end of the Sweepstakes, in Sponsor’s sole discretion, all Entry-related materials may remain posted and available for viewing on Sponsor’s website. If required, Entrant hereby grants to Sponsor a perpetual, irrevocable license to use and display the contents of any entry materials for commercial or non-commercial purposes. 8.Administration of the Sweepstakes The Sweepstakes Administration will be as set forth in the Detailed Rules. 9.Permissions Entrant grants Sponsor and its partners the right to use his or her names and certain personal information they communicate to Sponsor or its partners in Sponsor’s business and marketing efforts. Specifically, by entering this Sweepstakes, each entrant grants to Sponsor and its licensees (if any) the irrevocable, perpetual, royalty-free, non-exclusive, transferable and sublicenseable right and license to use, display, copy, edit, modify, create derivative works of, publish, distribute and otherwise exploit the content of, and elements embodied in, his/her entries in any and all media, including but not limited to digital and electronic media, audio and audiovisual media (whether now existing or hereafter devised), in any language, throughout the world, in any broadcast outlet and in any manner, for trade, advertising, promotional, commercial, or any other purposes without further approval or consideration. 10.Grant of Rights with respect to Entrants By entering this Sweepstakes, each entrant grants Sponsor and its licensees the right to use the Entrant’s name, image, likeness, voice, photograph, statements and/or Prize information, and/or any portion of any of the foregoing, for promotional, advertising and/or publicity purposes in any media, now or hereafter known, throughout the world and in perpetuity, without compensation or notice to, or further consent of, the Entrant, to the extent permitted by law. 11.Waiver and Release of Liability by Entrants By entering this Sweepstakes, each entrant, on behalf of himself/herself and his/her heirs, successors, assigns, agents and representatives, and without further compensation of any kind, waives and releases the Sponsor Agents, and each of their successor and assigns, from any and all claims that he/she may now or hereafter have in any jurisdiction based on “moral rights” or unfair competition with respect to Sponsor’s and/or Sponsor’s licensees’ exploitation of Entries or entry materials, and each entrant agrees not to instigate, support, maintain, or authorize any action, claim, or lawsuit against any Sponsor Agents, any of their heirs, successors, assigns, agents and representatives, or any other person, in connection with this Sweepstakes, the award, acceptance, possession, use or misuse of the Prize and/or on the grounds that any use of any user-generated content, or any derivative works thereof, infringes or violates any rights of entrant therein. None of the Sponsor Agents shall have any obligation, responsibility or liability with respect to: (i) notifications, communications or materials sent from an entrant to Sponsor or from Sponsor to an entrant, that are lost, late, misdirected, garbled, inaccurate, incomplete, illegible, unintelligible, damaged or otherwise not received by the intended recipient, in whole or in part, due to computer, post office or technical error of any kind, (ii) telephone, electronic, hardware, software, network, Internet or computer malfunctions, failures or difficulties, (iii) power-related or weather-related events of any kind, and/or to any events not under Sponsor’s direct control, (iv) entries or other communications from entrants that contain inaccurate information or do not comply with these Official Rules, (v) errors, omissions, interruptions, deletions, defects, delays in operation or transmissions, theft, destruction, unauthorized access or alterations by entrant or third parties, and/or (vi) any damage to entrant’s computer system that occurs in connection with accessing Sponsor’s Website and/or submitting entry materials. BY ENTERING THE SWEEPSTAKES, EACH ENTRANT, ON BEHALF OF HIMSELF/HERSELF AND HIS/HER HEIRS, SUCCESSORS, ASSIGNS, AGENTS AND REPRESENTATIVES, RELEASES EACH SPONSOR AGENT, AND EACH OF THEIR RESPECTIVE SUCCESSORS AND ASSIGNS, FROM AND OF ANY AND ALL CLAIMS AND DAMAGES ARISING OUT OF THEIR PARTICIPATION AND/OR ENTRY IN THIS SWEEPSTAKES AND/OR THE AWARD, ACCEPTANCE, POSSESSION, USE OR MISUSE OF THE PRIZE AWARDED IN THIS SWEEPSTAKES. The use of any automated launching or entry software or any other mechanical or electronic means that permits the participant to automatically enter or evaluate repeatedly is prohibited. Such information will be available only for one (1) year after the award of the Prize. 15.General Terms This Sweepstakes is subject to these Official Rules and is governed by the laws of the State of California without reference to its rules concerning conflicts or law. General Provisions   1.01. In order to register, players must be thirteen (13) years of age or older, and are allowed only one account registered per server. All players are solely responsible for their behavior in both public and battle chat. Prohibitions, restrictions and conditions of use, for all game chats and channels You agree not to do any of the following while using the Game or any Wargaming.net game chat or channels.   2.01. Excessive profanity and inappropriate language is not welcome. It is suggested to ensure that the censor filter is switched on. The censor filter is not an excuse to break the existing game and chat rules, and excessive profanity will still be sanctioned.   2.02. Typing in such a way to bypass the censor filter is prohibited.   2.03. Insults, personal attacks, abuse or harassment are not tolerated on any level.   2.04. Derogatory comments based on race, nationality, religion, culture, sex, or sexual preference are prohibited.   2.05. Allusion of racial or national supremacy, as well as discriminative propaganda on any level is prohibited.   2.06. Spamming or posting nonsensical messages is prohibited in the game and battle chats. This also includes excessive use of caps, as well as excessive posting of battle results.   2.07. Begging/Soliciting in any form is prohibited in all game chats and channels. Begging/Soliciting includes but is not limited to: requesting users to transfer real money to the virtual wallet, asking for additional credits, and requests to transfer game gold.   2.08. All types of ads for sale, exchange, or other options for the transfer of accounts from one user to another violate EULA and are prohibited in all game chats and channels.   2.09. Distribution of user’s personal information without their consent is prohibited.   2.10. Slandering users or posting false information about users in all game chats and channels is prohibited.   2.11. Attempting to extort information from users, including information necessary for the use of their account is prohibited.   2.12. Discussion on, or linking to illegal activities, such as illicit drugs, is prohibited. This includes but is not limited to the linking of, or discussion on, websites dedicated to vulgar, racist, abusive, illegal, or any other content prohibited by the EULA, or linking to the resources that contain such advertisement or content.   2.13. Discussion on, or linking to unreleased content, cheats, hacks, Trojan horses, or malicious programs is prohibited. If you suspect that a cheat or hack exists or have any other problems or concerns on these topics, provide the necessary information to technical support.   2.14. Discussion on, advertising of, or linking to websites, in relation to the selling of gold, credits, promotional codes, leveling services, or game accounts is prohibited.   2.15. Threats of destroying allied player vehicles as well as the threats of disclosure of ally positions to enemies, regardless of whether the threat was carried out, or not, are prohibited.   2.16. Death threats and other threats of violence in real life, directed either against individual users, game masters or administration of the project, are prohibited.   2.17. All types of advertising messages are prohibited in general and battle chats. With the exception that WOT related advertising such as platoon forming, company recruiting, clan recruiting is permitted with the following restrictions. It may contain no more than three (3) lines on a standard chat window, and be posted no more than once every 15 minutes within the garage chats or once per game in battle   2.18. Mentioning and discussing of other games is permitted, but it should be discontinued if the character of the discussion turns into at a direct promotion of another gaming project.   2.19. Discussion of social, religious, political, illegal or other controversial topics that may create offense is prohibited. This includes but is not limited to negative portrayal of religious and political figures is prohibited.   2.20. Discussion of decisions or sanctions made by Game Masters or Administration in all game chats and channels is prohibited.   2.21. Any kind of provocations for other players to violate the EULA as well as additions to it is strictly prohibited.   2.22. Any statements or other actions that violate any applicable laws or regulations are strictly prohibited and will be strongly suppressed.   2.23. Any attempt to create nicknames, groups, or organized communities of players associated in any fashion with organizations which violate any applicable laws or regulations is prohibited. This includes but not limited to, direct or indirect references to Nazi symbols, abbreviations and well known leaders.   2.24. The use of copyrighted, trademarked, patented, classified, or restricted material or information and the violation of any rights of any party, including rights of privacy or publicity is prohibited.   3. Names (Players and Clans), Avatars, Images/Video, Signatures & Clan logos Please note that in certain Games clans are not available.   Certain content for names, avatars, images/video, signatures & clan logos, have no place on the forums or within the Game, due to their extremely offensive, annoying or inappropriate nature. Premium Ship Review: USS Albany

The following is aimed at new(ish) players looking to find a little more information about various ships from events, for premium currency or for real-world cash. The goal is to allow players to make an educated decision before parting with their time and money and to find premium vessels that suit their chosen style of play, whether that is competitive, cooperative, or simply for fun. The idea here is to elaborate on information not commonly available through reading statistics and provide some (heavily) biased anecdotal evidence to encourage or dissuade you from making your purchase. The usual disclaimers apply: everyone knows the Matchmaker clearly loves me because I spend money so that's why I occasionally get really good games, not because I have any particular skills of note.

Quick Summary:  A slow, short-ranged, soft-skinned, "protected" cruiser that looks more heavily armed than she actually is.  Dat bling, tho...

Patch and Date Written:  0.5.14.1, November 26th, 2016 (about bloody time too).

Availability:  Given away in the Summer of 2015 for Wargaming's anniversary with a Bonus Code.  Sold as part of two separate bundles on Black Friday 2016.

 

Closest in-Game Contemporary:  Chester, Tier 2 American Cruiser

Degree of Similarity:  Clone / Sister Ship / Related Class/ Similar Role / Unique

It should say a lot that the Albany is most closely related to one of the worst performing ships in the game, tier for tier.  The similarities between the Albany and Chester are many, but the Albany almost (almost) makes the Chest look good.  The Chester has more hit points, longer range, is more stealthy, and moves faster.  Yeah.  If you can't tell at this point, there's a reason I've kinda held off on reviewing this one.

 

PROs

  • Fully submersed citadel with heavily sloped sides which makes her nigh impossible to citadel at short range.
  • Individually hard hitting guns, with a maximum AP damage of 3,000hp.
  • Highest muzzle velocity for a tier 2 cruiser, making leading targets at range very comfortable.
  • The Albany has a tiny turning circle of 350m.
  • She's a small ship with a very low profile compared to other Protected Cruisers.
  • Beautiful looking, with impressive prow and stern details.

 

CONs

  • Smallish hit point pool of 16,500hp.
  • No armour really to speak of, with 6mm bow, deck, stern and superstructure sections.  She's exceedingly vulnerable to HE fire.
  • Low rate of fire for her 152mm and small gun compliment leading to poor DPM.
  • Very short ranged at a maximum reach of 8.5km.
  • Despite her tight turning circle, she has a slow rudder shift of 7.0s.
  • Slow at a maximum speed of 20.0 knots.

 

Oh, the Albany.  For World of Tanks veterans, the Albany reminds me very much of the AMX 40 -- the infamous "ducky tank".  This isn't because they share any characteristics of note, but rather in how my game play experience is mirrored for each.  You see, when I play in a Division with one of my long-time friends, the Albany, like the Ducky-Tank before it, ends up being used as a punishment vehicle.  If we perform poorly in a game with another ship, we have to atone for our inadequacy by playing a round in the Bling Boat.  As you can well guess, a ship that's being used as a punitive device isn't likely to be a winning vessel -- at least not for some.  Let's take a closer look as to why.

 

Just to be sure that I'm not completely off my rocker, I've invited Lert to chime in with comparisons of some of the other ships you could be playing at tier 2 instead of the Albany.

Options, Upgrades & Consumables

Ah, low tier ships are so easy to write for.

Consumables:
  • Damage Control Party

Module Upgrades:  One slot, standard cruiser options.
Premium Camouflage: Tier 2 to 5 Standard. This provides 30% bonus experience gains, 3% reduction in surface detection and 4% reduction in enemy accuracy.

 

Firepower
Primary Battery:  Six 152mm rifles.  One turret on the bow, one on the stern and two gun turrets mounted on the deck amidships to each side.
Secondary Battery:  Four 120mm rifles, two to each side in between the deck 152mm rifles.

* Split numbers denotes the use of stock vs using a Captain with Basic Fire Training and Advanced Fire Training.  Players do not unlock Ship Captains until their account reaches level 7, precluding novice players from having these traits.  However, veteran players starting up a new research line are very likely going to be using Basic Fire Training on these ships.  It's very unlikely that anyone will be using Advanced Fire Training on any of the ships affected by it with the exception of the Emden or for a personal seal-clubbing favourite.

 

The Albany has its issues but it also has its strengths.  Her AP shells are fearsome for her tier and this is backed by an excellent muzzle velocity and rather flat shell arc.  Unlike other cruisers at tier 2, the Albany isn't entirely reliant on her HE shells to rack up some impressive damage totals.  At her maximum range, she's more than capable of blowing out the citadels of cruisers like the Novik and Chikuma, but only when they're giving the flat broadside of their ship to your guns.  However, outside of these targets, she must fall back onto the use of her HE shells and this is really where the Albany begins to struggle.  Her AP shells will simply shatter against the flat sides of Battleships like the Nassau or König Albert.  Her low rate of fire and small number of guns doesn't make her a very good fire starter either.  But really, where she struggles the most is her short range.  It's the lowest among the tier 2 cruisers and getting near enough to engage enemies puts her at risk of everything from point-blank salvos from Battleships to possible torpedo strikes from enemy destroyers.  If you can shoot them, they can (and likely will) shoot you too.  With your low DPM, this can prolong fights far beyond your comfort zone, stacking the odds that something may go catastrophically wrong.

 

For secondaries, the Albany boasts four 120mm rifles, two off each side.  These are restricted to a 2.0km range and are entirely impractical in game because of this.

 

You're going to struggle to rack up big damage totals in the Albany unless you maximize your AP potential when citadel hits are possible.  This is a pretty high skill threshold for beginners, so she can seem rather unforgiving, especially with the dependency on RNGesus to light fires for you when AP isn't viable. This skill requirement to get acceptable levels of performance will be a real fly in the ointment for some, while others will simply see it as a welcome challenge.

 

Summary: 

  • Low DPM.
  • Low chance to set fires.
  • Excellent potential alpha strikes from AP when you can find opportunities to use it.
  • Very good muzzle velocity makes striking targets at range fairly simple.  Unfortunately, her range is very short.

Rivals:  Versus the Chester

Were this a beauty contest the winner would be clear. Alas, it is not.

 

Albany vs Chester is a remarkably close match. Both have very similar hitpoints, though Chester edges out the advantage. Chester has slightly better range and better speed, but Albany has a considerably tighter turning circle and a more potent secondary armament. Unfortunately, Chester's advantages outweigh Albany's.

 

You have the same firepower and the same lack of armor. Your best bet is to hope that the person driving the Chester is less skilled than you are, and to use islands to approach, or sneak up when he's distracted, since he outranges you. Your hitpoints are fairly similar, there's only 2k between you two, so if you can get the first salvo or two in, you've gained the upper hand. Fortunately, your guns and ship handle better than the pig that is Chester, part due to the Albany's excellent agility, part due to the fact that she's a premium and thus you're likely to have a better trained commander. After all, Albany is a commander trainer and nobody keeps Chester around 'for fun'. Right?

 

Maneuverability
Top Speed:  20.0 knots
Turning Radius:  350m
Rudder Shift:  7.0s
 
That turning radius is hilarious.  Keep in mind that having a small turning radius alone won't let you dodge incoming fire and torpedoes -- you need to have some speed to back it up in order to complete the circle.  The Albany's speed is okay for tier 2.  There are some ships slower than she is and there are many that are faster.  Where that 20 knot top speed really hurts is in combination with her poor range.  This means that savvy opponents can kite you if they have the inclination (and knowledge) to do so.  Thankfully, in the novice environment that is tier 2, most people will be willing to close and fight, if only to facilitate punching your ticket with their own derpy weapons.  The 7.0s rudder shift time is a bit of a disappointment.  It's not terrible, but it's not good either.  It does make the procession of the Albany rather stately than dainty, despite what the tiny turning circle would make you think.
 
I found it best to use her speed not to try and close with the enemy, but to keep the range open as much as possible.  Many opponents will be trying to maximize their firepower rather than protect their citadels at low tier.  This effectively cuts their speed. 
 
Durability
Hit Points:  16,500

Citadel Protection:  Up to 38mm
Bow & Deck Armour:  Minimum of 6mm

 

The only real good news here is that the Albany's citadel is not only immersed, it has sloped 38mm sides that have a very steep angle to them.  So long as you don't give the flat broadside to the enemy, this will allow you to mitigate any citadel hits down to simply penetrating hits against any caliber of shell lobbed at you.  The bad news is that short of any Battleships looking your way, they'll all be throwing high explosive shells at you anyway.  The 6mm worth of armour that's located all over the Albany makes her vulnerable to every single HE shell out there, no matter where they hit.  Simply put, she takes a ton of HE damage.  Cross your fingers that your opponents throw AP instead.  At least that's likely to overpenetrate and keep you in the game a little longer.

 

Rivals:  Versus the Emden

Similar tactics apply to fighting an Emden as fighting a Chester. He's faster, you turn better. He's got more range, but in this case, your guns hit individually much harder. AP is a viable ammunition choice, especially when you can get his broadside, while he's relegated to lobbing puny firecrackers at you hoping to set you ablaze. Unfortunately, he throws a LOT of firecrackers, so be ready to micromanage your damage control party.

 

Don't be too intimidated by the rain of shells coming in from your opponent. They're very small and won't do much damage. Fire is your greatest enemy. Don't immediately put out the first fire, especially when you're still square in his sights, and smack him back hard with your superior firepower. Those 152mm USN shells are a lot faster than his 105mm shells, and they hurt if they hit right. Keep between 5 to 7 km if you can and wiggle like a fish on a hook to throw off his aim. As long as he doesn't use his superior speed to disengage, you should be okay.

 

Concealment & Camouflage

Once you equip her premium camouflage, the Albany's concealment range outstrips her gun range by 100m.  It could be worse, I suppose.  This does allow her to at least move into engagement range of most cruisers she wishes to attack before she gets spotted.  Still, for such a small ship, it's surprising that she has such a large footprint on the ocean.  Oh well.
 
Anti-Aircraft Defense
AA Battery Calibers:  37mm
AA Umbrella Ranges:   2.0km
AA DPS per Aura:  10
Access to Defensive Fire:  Not available.

 

It's all kinds of hilarious that the Albany has AA firepower.  The only planes she's likely to encounter are the float plane fighters found from the IJN premium, Katori. 

 

Rivals:  Versus the Diana

Diana has way more hitpoints and a heavier broadside with more range. Fortunately, you're slightly more agile and slightly faster. Plus, you're better armored, believe it or not. Your side armor will bounce his AP when properly angled, whereas your AP will go right through his 9mm side plating. Unfortunately, neither your nor his 6mm bow plating will ever stop a 152mm AP round.

 

Still, that means that he has less of you that he can reliably penetrate than you have of him. Keep your Albany angled to lure shots into your thicker side armor and wiggle to get your guns on him. Hope for citadel hits, or spray him down with HE to burn him, depending on how angled he is. Other than that, there's not much you can do since he has more health, more guns and more range.

It's a sad fact that you will have to go toe to toe with much more capable ships in the Albany.  While almost every ship (aside from tier 10) has to cope with occasionally facing bigger opponents, few gaps in ability are so stark as between tiers 2 and 3 in World of Warships.  Going toe to toe with a St.Louis is a death sentence as it has twice the broadside weight, more hit points, just as much speed and more range.

 

Overall Impressions
Skill Floor:  Simple/ Casual / Challenging / Difficult
Skill Ceiling:   Low  / Moderate / High / Extreme
 
You can do alright in the Albany, even as an inexperienced player.  There's two primary skills to master to really get the most out of her.  The first is understanding when to swap out your ammunition types.  If you can land citadel hits on enemy cruisers when the opportunity arises, you can hoover up a healthy bit of damage with the Albany and really take the wind out of the sails of any other tier 2 cruiser trying to chew on your face.  The second skill is surviving long enough to make your shots count.  Fighting at maximum range while throwing your ship about will go a long way towards keeping you alive. 
 

The Lertbox

I specifically chose the tier 2 cruisers that are considered the worst to make it sound like you have a fighting chance against your enemies, but that's all you have: a fighting chance. Albany is not a very good ship, even after the buffs she's received. She has her charm to be sure but there are better fighting ships out there at the tier. From a pure gameplay perspective I would even recommend Diana over Albany. I realize Albany has her defenders, but strictly speaking she's a little bit under equipped to compete at her tier.

Mouse's Summary:
  • It's all about the AP shells in the Albany.  If you can make those work, it will be difficult to understand why people don't like her.
  • When you can't make the AP work, she's a gold gilded turd.
  • Am I the only one that imagines that big red gem thingy on the prow as the Wave Motion Gun from Space Battleship Yamato?

 

Can you believe some players love the Albany?  I fell in love with this ship back when I bought it for doubloons in Closed Beta.  She disappeared after the accounts reset and I was happy to have my 500 doubloons back, but I still missed having her for the hilarity I enjoyed while playing her.  When Wargaming handed her back out for the anniversary in 2015, I was quite pleased.  She's a fun ship for me.  And for all of my bellyaching that she's not a good ship, she can perform.  It's all down to the use of your armour piercing shells which hit like trucks at tier 2.  But like many sub-optimal ships, you need to do a lot of work to get the same damage totals you could trip over if you simply played another ship instead.

 

Where the Albany really hurts is that she doesn't up-tier well.  This is chronic for many of the tier 2 cruisers, with even "good" tier 2 ships like the Emden & Diana being little more than victims when wading into the tier 3 forum.  The Albany, already struggling at tier 2 really doesn't fare well at tier 3.  This is where the punitive game my friend Bear and I force upon one another when we Division and screw up.  Nothing makes you more repentant than trying to survive being battered and butchered by St.Louis, Bogatyr and Nassau in the Albany.

 

Would I Recommend?
So far, the only ways to acquire the Albany on the North American server have either been the giveaway (if you were fortunate enough to be around back in the Summer of 2015 and aware of the promotion), or to pay for it in one of the two bundles in which she's found (yours for the low-low price of either $200 or $400) from the Black Friday 2016 offers which provided either all of the USN premium ships or all of the premium ships currently available.
 
  • For Random Battle Grinding:

Mouse:  No, I can't really recommend her here.  It's not that she can't do damage or that she can't win you games.  It's merely the fact that you're going to have to work for it.  I don't foresee anyone winning Kraken Unleashed, Confederate or Arsonist awards with any regularity in the Albany.  And low tier games don't exactly net a tremendous amount of experience or credits, even when you have a rather good game.  I suppose about the only redeeming quality about her is that she doesn't improve very much with Captain Skill choices, so you could conceivably train any USN Captain with her without feeling overly penalized.

Lert:   No. Income depends on damage output, and there are better ships out there, more capable of achieving said damage. Emden or Diana if you must have a premium, Dresden or Weymouth if not.

  • For Collectors:

Mouse:  Meh.  I honestly think she has more collector value because she's hard to get than for any historical reasons.  This is, of course, omitting the precedent of someone having a blood-relation that once served aboard her. 
Lert:  Only reason you might want Albany is because she's really pretty. Her biggest claim to fame is having sailed all over the place during the first world war escorting merchant convoys. Hardly the stuff of legend.

 
  • For Fun Factor:

Mouse:   Noooooo....?  I mean, I made up my own little game to make this ship extra amusing, but that hinged on her actually being NOT-fun in order to make it worth playing her.

Lert:  No. Emden is fun. Albany considerably less so.

For all of her agility, the Albany can struggle with torpedoes.  She doesn't have the speed to complete a turn quickly which can make trying to throw yourself into the runs in between individual fish an exercise in frustration.
 
Outfitting your Bling Boat
 
Recommended Modules
You've got all of one module slot in the Albany.  Put Main Armaments Modification 1 in there if you're so inclined.  Though you could save coin and not put anything in there.  You're unlikely to feel much of a difference.
 
Recommended Consumables
The only consumable you have to worry about is your Damage Control Party.  As a tier 2 ship, it's going to be difficult to cost-justify using a premium consumable.

 

Recommended Captain Skills

 I'm trying to imagine a world where you would need a dedicated Albany Captain.  But stranger things have happened. Here are my recommended skills:
 
  • From the first tier, take Basics of Survivability.  The other skills just really aren't worthwhile.
  • From the second tier, Expert Marksman is your best choice.  You'll be throwing the ship around a lot and spinning in circles to evade fire.  This will help your forward and rear turrets track as you switch sides.  Alternatively, Last Stand is also a solid choice as even high explosive shells have a chance of knocking out your engine.
  • From the third tier, I would say that Vigilance is probably your best bet to pick up those torpedoes when they're on their way in.  High Alert also isn't bad for reducing your reset timer on your Damage Control Party by 6 to 9 seconds depending on if you're using premium or not.
  • At tier 4, Demolition Expert is key.  This will nudge your fire chance up to 10% per shell which isn't bad.
  • And lastly, as ever, Concealment Expert at tier 5 is the most optimal choice for you to play with.

I love this thing. I don't know why. Then again, I loved my Karl, so maybe I just like pain. AP punishment ftw. It's so fun hiding around an island and then watching a broadside cruiser melting when he comes around.

Albany is actually one of my favorite boats to play in the game. 

 

AP into the superstructure of battleships does a surprisingly huge amount of damage.  You even get some lucky big numbers when firing into the hull at close range.  AP just over-penetrates all day agasint cruisers, though.  I use HE on CLs and DDs.

 

Albany is a much better boat now than it was when first introduced.  This is back when it had something like a 6km gun and spotting range and an 8km detection range.  You were crippled no matter what kind of skills your captain had.

+1 because of the Lertbox intro.  I really hated this ship when it first came out, couldn't even spot enemies before they spotted you first.   Even with AFT when that skill worked on 6" rifles.

 

It's better now they've buffed her range.  Not only do you shoot farther, you can spot enemies outside of your concealment distance.  That said, her engines and steering are as fragile as ever.  

 

Glancing HE shot...lose the engine.  Repair.  Another near-miss.  Lose the engine again and the rudder as the coup de grace.  Become a floating weapon platform...

 

Concealment Expert really is necessary on this ship...

Albany is the only premium ship I ever sold. I was a brand new player and needed the port slot and credits. Never even played her.

This is the ship that I learned how to use the WG Customer Service support with. I sold her, regretted it and went through the process of getting her back.

I like these low tier protected cruisers. I mostly like them for the old timey look of them. It's the reason I traded in some spare doubloons and a tiny gift card I won for the Diana. I'd collect them all just as port eye candy if I could be bothered to go out of my way to do it.

I like mine - for fun and only in Coop. I have her since the very first release in NA.

 

When I need to warm up (sleepy early mornings), I go to Diana, Emden, and Albany (I like them in that order, meaning Albany not as much). They are fun, neither one is great, or best in tier, or even close, but they all train captains. As stated, Albany has short range, but I can wreck boats with AP easily. PvP? Nevah.

She's kinda fun to play around in occasionally if you feel like derping around with a handicap against newer players and doing so in a very pretty ship.

 

She may get a armor buff at some point.  

Her sloped citadel sides were actually 89mm in real life whereas its 38mm in game.

Turret shields are also half the thickness they are in real life.

Supposedly it was to account for her armor being Harvey instead of Krupp but their historical numbers for her slopes were 57mm instead of 89mm for some reason and St Louis has Harvey armor as well which is 1:1 in-game.

I'm hoping the armor will be adjusted at some point, Sub_Octavion forwarded the info to their team so its in their hands.

Hopefully that'd also make her engine less prone to dropping anchor when 152mm HE hits the side.

 

Her AP is also so strong because she has the St Louis's guns along with their HE and AP, instead of her 6/50 mk 5 Armstrong guns she gets the 6/50 mk 6.

2800 fps muzzle velocity vs 2300 fps.

Which given her tendency to encounter St Louis's which outclass her badly I'm not complaining about that one.

Very informative critique on the Albany , LittleWhiteMouse, +1 for you.

 I sold it as I thought it was sub-standard when it first came out.

 Very seldom encountered these days.

I much prefer my 'Machine Gun Kelley' (Emden).
