Torp upgrade on the Crown Colony class (Fiji)

I was speaking to another tester earlier and they informed me on something that's not readily apparent in the game, if you have a Crown Colony class cruiser you've likely seen this upgrade:

What it seems to do is give you an extra 400 or so damage to your torps, why would you want to waste 12k exp on that right, well that's not all it does: it also increases flooding chance on your torpedos so go ahead and pick it up.

Alright, so that's a very, very little increase then. negligible. 

 

Remember, that increase is per torpedo, and with the amount of torpedoes the Fiji has, that chance increases with each hit.
