In this game, we have cruisers that act like destroyers and we have destroyers that act like cruisers. The first case, these cruisers get none of the advantages of a DD (concealment, smoke, speed boost) while getting all the disadvantages of being a cruiser (citadels). The latter is the high tier Russian destroyers. They get the advantages of a cruiser and a destroyer, but they don't get the disadvantages of a cruiser which is the citadels. IMO, Yuubari, if they really want her to have this destroyer/cruiser style of gameplay, then they should her more of the DD advantage or remove some of her cruiser disadvantages.
