All but one or two USN cruisers get radar with some pretty ridiculous duration. German cruisers get long range hydro. High tier RN CLs can all take radar at the cost of smoke. Soviet cruisers get stupid long range radar, albeit only lasts about 30 seconds. The only two ship lines that don't get radar or long range hydro are the Japanese and French cruisers, but they're long range artillery cruisers. So that's 4 maybe 5 high tier cruisers that don't have radar.

Grinding is tedious, sometimes rewarding, but man getting Nagato to Lvl 88 is taking forever
