In all honesty I would start by increasing the amount of battles played, forum activity, and overall experience with the game. All of which increase your chances of catching the attention of the recruitment team when you finally fill out an application. Afterwards I would check out Gneisenau013's linked thread to read up more on the supertesting process. Besides that, just wait for the next recruitment cycle to take place.

I loved that during her shake down cruise in 1968, she busted the speed record for the fastest battleship. It's almost as funny as the unusual circumstances surrounding the USS Wisconsin's speed trials.
