In my opinion, German dds are the best for a few reasons, their AP rounds are actually able to do decent damage to cruisers. Their torpedo are pretty fast and a lot of the times hit their target. American ships are in the middle ground in my opinion. I do not really like the Ru and Japanese dds though, their torpedoes are extremely slow and are unable to hit stuff. Their guns are also kind of weak. Then again most of my dmg is done with guns, torpedoes are just far too inaccurate and unreliable
