It is the one stat that shows how "all" your actions, especially your ability to play as a good team player (which seems to be what you are espousing), contribute over time to wins. It is the ultimate meta stat for team play, and an individuals contribution to said.

I will also note from personal experience that sailing the same ship consistently was the best way to improve my individual performance and in turn my win rate got better in those ships I specialized in.

Not "deciding" but "influencing" when one is talking about improving win rate over long haul. While improving your individual play won't guaranty a win on any given match it will improve your win rate over long haul by influencing the total number of wins over time, which was the point of the OP.

I am having exact same issue, which is to say it seems install went fine but I don't see changes in game. The only mods I selected were "Player Panel with HP bars", "Damage counter + in-battle clock" and "Colored tracers #1" if that makes any difference. I used link to download in OP, the installer I got is the right version, I can see the files in the res_mods folder which is in C:/Games/World_of_Warships/
