Wyoming Engine Boost

It appears that Wyoming has 3 engine boosts. I say that because the diagonal ship symbol is on my board and there is a 3 on the bow. However, there is also a little green cross in the lower right and I never know when this power will work. Also, it is activate with the "T" unlike dds which use the "Y" key to activate.

 

How do I know when I can activate this power? I am not talking about it not functioning when it is recharging, the first attempt rarely activates this boost.

Battleships get a health heal (Repair Party), destroyers are the only ones with access to Engine Boost.

You can check up on the World of Warships wiki, it should have everything you need to know on ship consumables and modules.

"World of Warships wiki" provided a lot of search results, many of which did not provide great info. So far, "http://wiki.wargamin...rld_of_Warships" was the best.
